The BTRC has instructed that other than Nationwide Internet Service Providers (ISPs) (departmental, district and police station level ISPs) will not be able to use Google Cash Server. Even then, several ISPs in the country were using Google's cash servers in defiance of telecommunications regulatory guidelines.
Last November, BTRC raided various ISPs in 11 districts of the country and seized 26 unauthorized Google Global Cash Servers. It was later decided to hand them over to Google's local dealership for use by approved telecom companies.
It is learned that several inspection teams of telecommunication regulator BTRC visited 12 ISPs (Internet Service Providers) offices and NOCs in Satkhira, Jhenaidah, Sylhet, Moulvibazar, Noakhali, Mymensingh, Chittagong, Rajshahi, Pabna, Bogra and Khulna last November as part of regular inspections. Unauthorized Google Global Cache Server identifies, seizes, and seals.
BTRC has directed all mobile phone operators, IIG operators (International Internet Gateway), NIX (National Internet Exchange) and Nationwide ISPs (129) to set up cash servers in the country. The BTRC issued the directive considering disciplining the telecommunication network, national security, state security, number of subscribers, monitoring system etc.
According to the BTRC guidelines, the commission has decided that all ISP operators other than Nationwide ISPs will have to remove all existing cash servers within the next six months. The BTRC issued the directive on February 1 last year for a period of 6 months, which was valid till July 31. Later it was extended till 31st December, 2021.
The directive further states that in addition to IIG and NIX operators, only mobile operators and nationwide ISP operators can set up cash servers with the approval of the commission. Permission to deploy Netflix Cache Server only on the NIX (Nix) operator end will remain valid. In addition, in case of installation, maintenance, replacement, upgrade, etc. of Cash Server, prior approval has to be obtained from BTRC.
Incidentally, as per the guidelines issued by BTRC on 12 December 2016, all mobile operators, wireless internet service providers, IIS, NIX, ISP and Category ISP operators are required to set up and use commission from Google Global Cash Server, Facebook, Akamai or any other Cash Server. Permission is mandatory. Following the directives of these 12 ISP commissions, Google Global Cash Servers was declared invalid as it did not receive prior approval from BTRC.
BTRC inspection team 4 from Skynet Chaumuhani, 2 from Digital.net, 2 from Airnet Communications, 2 from Messrs. Helpline, 2 from Messrs. Computer Complex Network, 4 from Messrs. Millennium Computers and Networking, 2 from Messrs. Millennium Computers and Networking, A total of 28 illegal Google Global Cash Servers were seized, including two from Online, two from Messrs. Unicom Multi Systems, two from Daulatpur Online, two from Cognet Broadband and two from Red Network Limited ISP.
Asked about this, Imdadul Haque, president of ISPAB, an organization of ISPs in the country, told the Bengali Tribune, "ISP operators have not done illegal business with any cash server." The operators have only provided value-added services, "he said." Since the government does not want everyone to have a cash server, the illegal ones (previously legal) have already been shut down. " Despite the approval, it was not possible to deploy them due to non-cooperation of Google. Which has started to have an impact on the users.
According to sources, the 256th commission meeting of the BTRC has decided to transfer these 27 servers to Google's local dealer Rev Systems Limited so that the authorized telecom operators can use them again.
Asked about this, Reve Systems Authority informed Bangla Tribune that the servers have been handed over through the concerned authorities. These will be used again according to the proper rules.
