Dinajpur BRTA does not meet the desired service without brokers |
A middle-aged man sitting on a motorcycle approached and extended his hand and said his name was Masudur Rahman. When he came to know that I have come to get a motorcycle driving license, he started saying, have you brought a picture? Photocopy of national identity card, eye test paper are all right? Yes, Masud's answer is to agree to the index, so what else to worry about? He raised his hand and pointed to a photocopy shop 50 meters away and said, 'Forms are available at that shop. Fill the form and submit the documents to the office. Except for the rest of the work of the office.

He did not delay after hearing that the money had not been deposited in the bank for the learner. With all the documents in hand, he started saying, '10 thousand rupees will be required. You will get the license after 40 days. Now think whether you will let me do it or do it yourself.' He started saying again, 'Don't be harassed, give me the responsibility without disturbing your work, I will do it brother.'
No one could be found from morning till noon who did not have such experience when they came to get driving license at Dinajpur BRTA office.
As per office rules, information form has to be filled online. Later, if you pay Tk 527 (last year was Tk 345) through mobile banking, you will get a certificate (learner) temporarily. Written and practical test will be held at BRTA office as per the date mentioned there. After passing the exam, you have to deposit 4,500 rupees in the bank. After submitting the deposit receipt, photo, voter ID card, health examination certificate, educational qualification certificate, electricity bill payment receipt to the office and submitting it to the office, after one week, come back to the BRTA office and complete the work of fingerprinting and photographing. On the same day, the BRTA authority issued a license to drive the vehicle temporarily. And you have to wait for several years to get the original license.

However, several people like Masudur Rahman keep a vigil around the BRTA office to reduce the suffering of those who are seeking license. By paying some extra money beyond the fixed cost, they complete all the processes and eliminate the suffering of the customer. A few middle level officials of BRTA office are aware of the matter. However, according to them, customer suffering has reduced to a great extent since the process of completing all the work online has been introduced.
A motorcyclist named Sohail Rana of Fulbari Upazila of the district took the driving license test 6 months ago, but has not yet received the license. When he came to the BRTA office today and asked when he would get it, he did not get any reply.
Monir Hossain of Jharbari area of Birganj upazila said, what else can I say. How long to go for this license! But an older brother next to my house got a broker and applied for a license after me. And I still haven't got the license because I didn't hire a broker. After spending money, I came to Dinajpur from Birganj and went around. If there is corruption everywhere then where will the common people go?
Bulbul Hossain, a resident of Dinajpur Sadar, said, "The first day I come, someone eats lunch with me saying that he will do the work. Then he filled out the form. He took two thousand rupees saying that he would work quickly. Later he called me after a few days with my number and asked for money. I didn't pay any more. I am not getting any updates on my work for almost six months.

Shafiqul Islam of Biral Upazila said, I did not hire a broker for the first time. So I failed even with a good exam. This time I applied through the broker. The broker said that he will be present only on the exam day and the rest will be done by me. Last time brokers asked for 8 thousand but did not give. Now I have to pay 10 thousand rupees. Now nothing happens anywhere without money. If you give money, everything passes.
Dinajpur BRT Assistant Director Md. Kafiul Hasan Mridha said that after the process of completing all the work online was started, the suffering of the customer has reduced to a great extent.
